Vital Voices Global Partnership (www.vitalvoices.org), a leading international non-governmental organization committed to advancing women's leadership in the areas of economic empowerment, human rights, and political participation, seeks a talented professional with strong program management and sub-award management skills for the position of Program Manager, Human Rights.

 

Position description:

The Program Manager for Human Rights will manage day-to-day aspects of the Voices Against Violence Initiative, including management of technical assistance projects, program sub grantees, and more. This position is based in Washington, DC and will work closely and report to the Director of Programs for Human Rights.

 

Responsibilities:

  • Expertise on Gender-Based Violence: Maintain understanding of state of gender-based violence in major countries of operation, including legal framework, key stakeholders, political/governmental structures, security situation, and major issues facing the country. Serve as a resource person to other internal teams to provide knowledge on violence against women, and our programs and partners in the region.
  • Program Management: Manage projects within the program from design phase through planning, set up, implementation, evaluation and close out. Ensure adherence to program plans and schedules as well as develop solutions to problems. Engage with local organizations in the implementation and troubleshooting of projects. Manage training workshops or other regional convenings as part of program (including: create content, facilitate meetings, perform trainings, etc.). Manage partner and Consortium member sub grantee contracts and work products. Coordinate with Finance and Administration to develop, maintain and monitor any other relevant sub-grant processes.
  • Financial Management: Maintain program budgets, update forecasts. Track spending on project and review P&Ls for accuracy. Ensure that all financial transactions are done in accordance with VV and donor regulations. Institute due diligence practices to minimize risk and ensure adequate oversight of transactions.
  • Relationship Management: Identify and liaise with key stakeholders both in the U.S. and in countries of operation. Maintain contact and relationships with organizations, individuals, and participants on VV’s behalf. Act as point of contact for partner organizations, including for Consortium-based programs: coordinate communication; manage roles and responsibilities; and administer sub-grants.
  • Communications: Create 1-pagers, concept notes, other communications documents for Human Rights team and specific programs. Oversee and edit program content and descriptions for VV website and other print or electronic media. Interact with media as necessary with guidance from VV communications team.
  • Other related duties as assigned.

 

Qualifications:

  • Minimum bachelor’s degree plus five years of experience; OR graduate degree in international affairs/development or related field plus three years of experience in program management or related experience;
  • Demonstrated experience and passion for gender/women’s issues, specifically at least five years of experience addressing gender-based violence required;
  • A proven track record of strong program management including planning & implementation, financial management, budgeting, monitoring and evaluation, and managing donor relations;
  • Experience living/working overseas; particularly in conflict affected areas
  • Advanced proficiency a foreign language, French and/or Arabic strongly preferred;
  • Demonstrated knowledge of participatory training and facilitation techniques;
  • Extensive experience writing, reviewing, and leading proposal development efforts;
  • Excellent written and oral communication skills. Ability to work with teams and individually;
  • Ability to work effectively and efficiently in fast paced environment;
  • Ability to prioritize work, execute exceptionally well, and deliver high-quality results within very tight timelines with minimal supervision, on time and in budget;
  • Supervisory experience;
  • Advanced computer literacy, including strong Excel and PowerPoint skills;
  • Practical experience in organizational capacity-building and/or advocacy preferred;
  • Experience with research and data analysis preferred.

 

The Program Manager position is a full-time, exempt position based in Washington, DC. Domestic and international travel up to 20% - 40% may be required for the position. Vital Voices does not provide work visa sponsorship or relocation assistance for this position.
